Dr. Coralie Adderley

Senior Project Manager

Dr. Coralie Adderley is an international leader and entrepreneur with over 35 years of experience in healthcare administration, organizational strategy, and women’s mentorship. She has served in senior executive roles across the Bahamas and the U.S., including CEO of Princess Margaret Hospital and SVP of Doctors Hospital Health System.

She is the CEO of Creative Leadership & Management Solutions and Managing Director of The Kidney Centre Ltd. A certified Health Care Executive and Fellow of the American College of Healthcare Executives, Dr. Adderley also serves as 2nd Vice President of IBWPPI and sits on the Board of Governors for The Embassy International.

Her mission is to lead with purpose, passion, and integrity—creating impact through service and strategy.

Janelle Floyd

Project Manager

Janelle B. Floyd is a strategic and solution-oriented community leader with 10 years of experience in nonprofit management, youth development, and communications. Currently pursuing a Master’s in Nonprofit Management and Public Administration at the University of Central Florida, she holds a Bachelor of Arts in Communications and Psychology from Howard University.

She has held key positions with organizations such as the YWCA Palm Beach and the International Coalition of Girls Schools. Janelle’s skills include project management, grant writing, public speaking, event planning, and community organizing.

Her passion for empowering youth and advocating for racial justice fuels her leadership and dedication to creating positive change in her community

Teresa Thomas-Smith

Project Manager

Teresa Thomas-Smith is a transformational leader and the first African American female mayor of Palmetto, GA, where she is breaking barriers and fostering unity in a city that bridges two counties. With decades of experience in organized labor, including with the National AFL-CIO, Teresa has mastered the art of collaboration and negotiation, creating equitable solutions for diverse groups. She is the founder of Peaceful Soul Life Coaching and launched TRANSFORM HER with Teresa Smith, a leadership development program empowering women to lead authentically and powerfully.

Teresa also advocates for youth through her program, BEcoming EXTRAordinary, helping justice-involved young women on their paths to self-discovery and healing. A graduate of several leadership programs, including the Carl Vinson Knox Municipal Leadership Institute, Teresa is committed to innovation, inclusion, and sustainability. Known for her empathetic leadership style, she and her husband, Antone, are dedicated to philanthropy and creating lasting positive change in their community.

Kelsey Perkins is a dynamic project manager, creative director, and producer with over 15 years of experience in hospitality and brand engagement. A proud Los Angeles native and graduate of Howard University’s School of Communications, Kelsey has built a career at the intersection of service, storytelling, and strategic execution.

Her work spans event production, social engagement strategy, and mentorship. Always rooted in a passion for elevating experiences and empowering teams. Whether leading large-scale hospitality initiatives or crafting culturally resonant creative campaigns, Kelsey brings vision, heart, and precision to every project she touches.

Known for her ability to manage people and projects with empathy and excellence, Kelsey is especially passionate about creating space for emerging voices and mentoring the next generation of industry talent.

Linda Sam

Content Advisor and Proofreader

Linda Sam is an accomplished Executive Virtual Consultant with extensive experience in providing high-level administrative and project management support to organizations. With a strong work ethic and a goal-driven, consistent approach, she excels in communication, time management, and prioritization. Linda has worked with the International Black Women’s Public Policy Institute (IBWPPI) since 2008, where she has contributed to organizing key events such as policy forums, awards shows, and large-scale conferences, including during the Congressional Black Caucus Foundation weekend in Washington, DC. She is skilled in creating newsletters, editing marketing materials, and supporting website development.

Linda’s background as a US Marine Corps veteran has equipped her with leadership, discipline, and a strong commitment to service. She brings expertise in email and calendar management, file organization, and data entry, ensuring smooth and efficient operations for her clients.

Raina Brown,

Research and Policy Fellow

Raina Brown joins Barbara A. Perkins Consultancy as a Research and Policy Fellow, bringing a strong background in legal research, advocacy, and social policy analysis. Currently a graduate student at Georgia State University, her academic research explores the intersection of U.S. immigration law and gender-based violence, focusing on how asylum frameworks often fail to protect women fleeing femicide and systemic abuse. Her scholarship reflects a deep commitment to justice, equity, and the advancement of public policy that centers the lived experiences of women and marginalized communities.

Raina’s professional journey includes impactful roles at The King Center, where she contributed to the Rethink Podcast honoring the legacy of Mrs. Coretta Scott King, and at the Public Defender’s Office, where she gained hands-on experience in legal research, case management, and systemic reform. Her work demonstrates a consistent thread of purpose, bridging law, policy, and compassion to create tangible social change.

As a Research and Policy Fellow with BAPC, Raina will support the consultancy’s partnership with the International Black Women’s Public Policy Institute (IBWPPI), focusing on governance systems, policy compliance, and global advocacy initiatives. She embodies the next generation of policy leaders committed to building equitable structures that uplift women, families, and communities worldwide.
